You can put in your state and search for treatment centers within a specific city, state and radius from that city. Then when they come up it tells you about each center -- what types of payment they accept -- including if they accept Medicaid (which as another poster noted your family should apply for in your sister's name.) They will pay for an addiction treament program for her. Do it as soon as possible and save your poor sister. Is she willing to go? If so, the battle is half won already.
